When it reads No staff or Unattended, interact with it and select your vendor from the list. The plaque should change to that worker’s name. Click again later if you need to swap who owns the stall.
One vendor owns one assigned stall. They will not auto-rotate across three Beach snack nodes. If you need two counters running during peak, hire and assign two vendors—or run one counter yourself while staff covers the other. Placing stalls next to each other shortens your own backup serving path when someone goes on break.

If guests queue forever while a worker naps across the park, ignore the instinct to baseball-bat them into place. Read the plaque. No staff / Unattended means the stand has no assignment. Fix the plaque before you blame pathfinding, themes, or 1.0 night mode.
